I don't think you can pass lyme disease onto someone. Lyme disease is from being bitten by a tick, and a red spot develops around the bite. Named after being found in Lyme, Conneticut. It is a small deer tick.

<font size="3"><font face="Tahoma">Well, the state of New York says,
"Transmission from an infected pregnant woman to her fetus is extremely rare."

from: http://www.nyc.gov/html/doh/html/cd/cdlym.shtml

That makes it sound not just possible, but makes it sound like it does actually happen sometimes.

She did say "congenital" even though the child is now 3 years old.</font id="Tahoma">

Lyme disease is a bacterial infection (B burgdorferi) caused by a tic bite, or perhaps by eating infected meat or milk. No reason it could not be passed from mother to child through blood or milk. As with all infection, the immune system plays the key role in prevention and also ultimate destruction of the disease.
